Well it's really hard to know which one is because there is few versions  of 4s clones and single one have other hardware.
Android port depend mostly on hardware components, so until You find out what is actually inside Your clone, I cannot help much more.

Same if You send Me hardware specs.
I don't have a full time to get device (Your or whatever other's) and make it working over night. Have own job and this is just an (let's call it "playground") off-time playground.
I (or anybody else from team) can help You just if You can post hardware details... nothing more, nothing less. You don't need to send any hardware as I (personally) will do same with or without device, so, take Your time, check what hardware Your device have and post details.
If device is capable to support Android, then We will help. If device cannot support it (due to low level processor for example) then We cannot help. Hope that You are lucky one with great hardware.
Just post specs and We will see if this is supported.

it wont take anything higher then android 2.3  the chip is right under 500 hz

it will take... and chip can be overclocked (but battery will drain very fast in that case).
Second, if You have android on it, try to google by specs or version.
Third, ICS will probably work but JB (in full of pleasure with graphics) will probably not due to processor speed.
I was try to port JB on xperia x10 and it work but that is not for everyday use... so, if You willing to have 4.1 on it, will probably work but there is lot's of job to get it working.... at least to get drivers working.... really don't know if You want an "stone" mobile just because it have JB on it... Think about.
